Introduction

The UK, like most of the developed economies, is living beyond its environmental means: if everyone in the world were to consume natural resources and generate carbon dioxide at the rate we do, we would need three planets to support us.  
 
We therefore need to think about how to move towards 'one planet living' - where we consume less resources and live within the Earth's natural capacity - and to explore the decisions and trade offs facing us around (for example) energy, transport and land use. 
 
The Securing Economic Growth within Environmental Limits Debate is being led by South West of England Regional Development Agency with the active support of the CBI and the Environment Agency in the region and seeks to explore how the relationship between the economy and the environment is changing and what the choices and decisions facing us are likely to be.
